On the admin.epc (control panel) is a section called 'Pricing'. There is a link labeled 'edit all pricing models'. Once clicked, a second link is available that says, 'Click here to Add Matrix Pricing (ranges based on cost)'. After you click that link, you will be asked if it is ok to delete all existing pricing models. This is ok, and you should accept it assuming this is your desired goal (setting up matrix pricing).
What you see after you create the matrix pricing, is our default settings. These defaults can then be edited by clicking the 'edit' link in the grid display. The fields you are interested in editing are markup (the actual % you want to markup), rangelo and rangehi.
Once you edit these values you can click the save button at the top of the page.
