How do I turn on shipping for US Mail aka USPS

In the store settings is an option called 'USPS'. Click it to turn it on. After that go back to the control panel and click the link in the Misc section labeled 'check store files for basic configuration'. This will create several shipping model records which you can then tweak if necessary in 'shipping maintenance'.
