How do I set an order minimum for every order?

In the control panel (admin.epc) is a link in the Administration section called 'edit advset fields'.  Once in there you will see Order Limit and Order Limit Message.  If you enter a numerical value in this field it will do as expected.  The message will be displayed in the cart as well.
